The agencies are the competition. In most Canadian cities, the businesses ranking for a service term are the businesses providing the service. In Toronto, head terms like “SEO company Toronto” are contested by firms whose entire commercial model is ranking for exactly that phrase, with the content budgets and link profiles to match. If you sell a service in Toronto, your fight is usually for your own category term plus the city, not for the marketing head terms, and not against agencies.
